Preferably where they know some English.
The Philippines is my first choice, but there are better benefits living in Costa Rica, Panama, and Mexico compared to the Philippines. Panama welcomes Americans and they even use the dollar there as their currency, and you can buy land and have medical services that are very affrodable too. That’s the disadvantage of the Philippines; less rights for foreigners. Most edcuated people all over the world now speak English.
What is the best country for an American to retire to on a low budget without marrying a local? ?

right in the center or Mexico there is a city called san miguel de allende in which u can even buy the newspaper in English , many Americans live there and not all of them speak Spanish , the locals too speak some English because of the anglo population there . u can buy health insurance which would cover most things for only 200 dollars per year . the locals are very polite to everyone as far as i know .

LOL Hawaii. It’s not a country, but it’s removed from the mainland, so you won’t have to deal with the Obama fallout much.

$1,500 a month will buy you a fairly nice lifestyle (non-luxurious) in the Philippines outside Manila. In a big city like Manila you’ll need about $2,000 a month.
